At 3 am this morning, firing shots, the police broke into a home in Rio Blanco and kidnapped Desiderio Mendez, threatening to torture him. He has yet to be released. When Tomas Garcia was murdered by the military on July 15th, Desiderio was very close to him and one of the bullets fired by the military grazed Desiderio’s neck, making him a key witness in the case against the soldier who murdered Tomas. Below is a very quick translation of the communique, any errors are mine. ¡Alert! More threats against the Lenca people of Rio Blanco! The police have kidnapped our compañero Desiderio Méndez, a Lenca member of COPINH! We denounce that today at 3 am members of the National Police burst into the community of La Tejera, Rio Blanco, imposing terror and firing shots, and broke into the house of the compañero Encarnación Méndez, threatening the 14 members of the family, including 6 children. The police proceeded to very aggressively search the house, stealing belongings such as cell phones, flashlights, and other objects. Then, without any judicial order, they kidnapped the compañero Desiderio Méndez, who they threatened to torture so that «he would talk,» and not saying where they took him. It is important to mention that Desiderio was shot by in the repression against COPINH on July 15 and is one of the witnesses to what occurred. ¡¡WE DEMAND THE FREEDOM OF OUR COMPAÑERO DESIDERIO AND RESPECT FOR HIS PHYSICAL AND EMOTIONAL INTEGRITY!! This repression is in the contexto of new maneouvers by DESA, the hydroelectric dam company, and the Honduran government vía different state agencies, including the Secretary of State for Indigenous and Afro-Honduran Peoples (SEDINAFROH) – an institution that has bent to the will of DESA in a humiliating way, acting against the just and historic demands of the Lenca People of Rio Blanco organized in COPINH- and the Secretary for Agriculture and Livestock (SAG). From these government offices, together with DESA, they have deployed people and resources with the goal of breaking the will of the Rio Blanco communities who reject the Agua Zarca Hydroelectric Dam. The Honduran military remains installed in the zone, making the installations of the Agua Zarca Hydroelectric Dam into a military base. At the same time, the National Agrarian Institute, currently led by Mr. Neptali Medina, never has been so diligent as now in sending people, resources, and technical capacities to push for the individualization of land titles in northern Intibuca, which includes Rio Blanco. We alert the social movements, human rights organizations, and the media that SEDINAFROH is using supposed «Indigenous representation,» by repeating maneuvers known to divide communities. It has mobilized a group in favor of the hydroelectric project — which is illegal and illegitimate — with people who have been threatened to kill members of COPINH, right wing political activists, and people with a history of corruption, in a supposed negotiation table with the federal government, led by President Pepe Lobo, where they have agreed to actions against COPINH to continue the criminalization. They have the support of the Mayor of Intibucá Martiniano Domínguez Meza, who has known commitments to DESA and is responsible for multiple aggressions against territorial, cultural, and spiritual rights of the Lenca people of Rio Blanco. This group, which the government has brought to these meetings in Tegucigalpa, lends itself to the smear campaign and the twisted and prefabricated accusations against COPINH. These negotiations have generated «agreements» that violeta ILO Convention 169 about the rights of Indigenous Peoples and they have given orders to repress the Lenca people and COPINH, written up in outrageous and cynical minutes from this September 3, which guarantees the displacement, paramilitarization, and heightening of the conflict in Rio Blanco. We clearly inform: – That COPINH has not made committments with SEDINAFROH’s proposals that aim to guarantee the interests of the companies and which attack the demanda and rights of the Lenca people. We have repeatedly rejected the perverse pressures of this institution to participate in this time of negotiation. – That SEDINAFROH, SAG, and the rest of the government, and DESA, ordered by President Lobo Sosa, have created a phantom red of supposed community councils, called the «Regional Council for the Management and Development of the Communities of the North of Intibuca and the South of Santa Barbara,» which has as its President José Héctor García Mejía, all of which is in complete disrespect for the communities and with the goal of creating division and militarization, including using this group of sell outs as paramillitaries and spies who give «security» to the investments, machinery, and employees of DESA and other companies. – That in the meetings referred to on September 3 our organization HAS NOT BEEN A PARTICIPANT. – That the position of the Rio Blanco communities and of COPINH in general is to continue rejecting the imposition and illegality of the Agua Zarca Project. – We demand that the repressive forces leave the zone, respect for ILO Convention 169, and an end to impunity of the Armed Forces in the case of the murder of Tomas Garcia. ¡Freedom for our compañero Lenca Desiderio Méndez! There needs to be immediate investigation into this new repressive act. . Alerta! ¡Más amenazas contra el Pueblo Lenca de Río Blanco! ¡La Policía secuestró al compañero Desiderio Méndez, miembro Lenca del COPINH! Denunciamos que hoy a las 03 de la mañana, miembros de la Policía Nacional irrumpieron en la comunidad de la Tejera, Río Blanco, imponiendo terror, haciendo disparos, y violentando la casa del compañero Encarnación Méndez, amenazando a los 14 miembros de la familia -entre ellos 6 niños y niñas-. Estos policías de manera agresiva procedieron a registrar la casa, a sustraer pertenencias como celulares, focos, entre otros objetos, y luego sin presentar ninguna orden judicial, se llevaron secuestrado al compañero Desiderio Méndez, a quien amenazaban de torturar para “que hablara”, desconociéndose el rumbo en que lo llevaron. Cabe mencionar que el compañero Desiderio fue baleado en la represión contra el COPINH del 15 de julio, y es uno de los testigos de los hechos ocurridos. ¡¡ EXIGIMOS LA LIBERACION DEL COMPAÑERO DESIDERIO Y EL RESPETO A SU INTEGRIDAD FISICA Y EMOCIONAL!! Esta represión se da en el marco de las nuevas maniobras que están realizando las Empresa DESA y el Gobierno de Honduras a través de distintas secretarías de Estado, entre ellas la Secretaría de Estado en los Despachos de los Pueblos Indígenas y Afrohondureños (SEDINAFROH) -institución que se ha plegado de manera humillante a la empresa DESA para actuar en contra de las demandas justas e históricas del Pueblo Lenca de Río Blanco organizado al COPINH-, la Secretaria de Agricultura y Ganadería (SAG). Desde estas oficinas del Gobierno, junto con la empresa DESA, han desplegado personal y recursos con el propósito de doblegar la voluntad de las comunidades de Río Blanco de rechazar el Proyecto Hidroeléctrico Agua Zarca. Ahí permanece instalado el Ejército de Honduras, que mantiene como base militar el plantel del Proyecto Hidroeléctrico Agua Zarca. A su vez, el Instituto Nacional Agrario, comandado en este período por el Sr. Neptalí Medina, nunca había sido tan diligente enviando brigadas, destinando recursos y capacidades técnicas para impulsar la individualización de la tierra en la parte del Norte de Intibucá, que incluye Río Blanco. Alertamos a los movimientos sociales, a las organizaciones de Derechos Humanos, a los medios de comunicación, ya que SEDINAFROH, usando la supuesta “representación indígena”, repitiendo maniobras conocidas que buscan dividir a las comunidades, ha movilizado al grupo afin al proyecto hidroeléctrico -que es ilegal e ilegitimo-, con personas que han amenazado de muerte a miembros y miembras del COPINH, activistas políticos de la derecha y gente con antecedentes ya reconocidos de corrupción, en una supuesta mesa de negociación con el Gobierno Central, encabezada por el Presidente Lobo Sosa, donde han acordado acciones contra el COPINH para continuar criminalizándolo. Cuentan para ello también con el apoyo del Alcalde de Intibucá Martiniano Domínguez Meza, quien tiene conocidos compromisos con DESA, y es responsable de múltiples agresiones a los derechos territoriales, culturales y espirituales del Pueblo Lenca en Río Blanco. Ese grupo, que el mismo Gobierno ha trasladado a estas reuniones en Tegucigalpa, se presta a las campañas de desprestigio y acusaciones retorcidas y prefabricadas contra el COPINH. Dicha negociación ha generado “acuerdos” que violentan el Convenio 169 sobre Pueblos Indígenas y han dado órdenes de reprimir al Pueblo Lenca y al COPNH, quedando suscrita un acta indigna y cínica este 03 de septiembre del presente año, que garantiza el despojo, el desplazamiento, el paramilitarismo, y la agudización del conflicto en Río Blanco. Informamos entonces, con toda claridad: – Que el COPINH no se ha comprometido con propuestas de SEDINAFROH en las que se pretende garantizar los intereses de las empresas, y donde se agreden las demandas y los derechos del Pueblo Lenca. Hemos rechazado reiteradas veces las presiones perversas de esta institución para la participación de una negociación de ese tipo. – Que SEDINAFROH, SAG y el resto del Gobierno y la Empresa DESA, ordenado por el presiente Porfirio Lobo Sosa, han creado una red fantasma de supuestos patronatos, llamado “Consejo Regional de Gestión y Desarrollo de las Comunidades del Norte de Intibucá y Sur de Santa Barbará”, teniendo como presidente a José Héctor García Mejía, todo ello en completo irrespeto a las comunidades, y con el propósito de crear división y toda una política de militarización, usando incluso a este grupo de cipayos como paramilitares y orejas que le brinden “seguridad” a las inversiones, maquinarias y al personal de DESA y demás empresas. – Que en las referidas reuniones llevadas a cabo este 03 de septiembre nuestra organización NO HA SIDO PARTICIPE. – Que la postura de las comunidades de Río Blanco y del COPINH en general, es continuar rechazando la imposición y la ilegalidad del Proyecto Agua Zarca. Exigimos que salgan las fuerzas represivas de la zona, respeto al Convenio 169 de la OIT, fin a la impunidad del Ejército de Honduras en el caso de asesinato del compañero Tomas García. ¡Libertad para el compañero lenca Desiderio Méndez! Investigación ya de este nuevo hecho represivo. El COPINH reitera su compromiso de respetar el mandato asambleario de las comunidades lencas de la zona y su disposición a seguir luchando contra todas las formas de dominación y de saqueo. Llamamos a la solidaridad militante y a fortalecer las luchas territoriales y dignas de los pueblos en búsqueda de la vida justa, con autonomía y el respeto a los derechos individuales y colectivos de los Pueblos Indígenas. ¡Con la fuerza ancestral de Iselaca, Lempira, Mota y Etempica se levantan nuestras voces llenas de vida, justicia, dignidad, libertad y paz!
